ALBANY — CSEA’s statewide Board
of Directors met on April 10, 2025. In
official business, the board:
•
Elected CSEA Statewide
Executive Vice President
Richard Bebo.
•
Elected CSEA Statewide
Secretary Stacey Baldwin-
Deyo.
•
Approved Local 436, Finger
Lakes DDSO, to enter into a
one-year lease with Toshiba
Business Solutions beginning
Nov. 2, 2024, through Nov. 1,
2025, at 620 Westfall Road,
Suite 521, Rochester, NY
14620. The monthly rent is
$375.00. As this lease term
runs past the local officers’
current term, the Board’s
approval is necessary.
•
Approved Local 436, Finger
Lakes DDSO, to enter into a
contract for an event from
July 21, 2025 to July 27, 2025,
at the Seabreeze Amusement
Park at 4600 Culver Road,
Rochester, New York 14622.
•
The cost for 190 tickets is
$31.00 per ticket plus tax
for a total of $6,007.80. As
this contract runs past the
local officers’ current term,
the Board’s approval is
necessary.
•
Approved Local 830, Nassau
County, to enter into a
Docuware maintenance
agreement with TGI Office
Automation beginning Jan. 31,
2025, through Jan. 31, 2026,
at 400 County Seat Drive,
Mineola, New York 11501 at
a cost of $4,635.00. As this
maintenance agreement runs
past the local officers’ current
term, the Board’s approval is
necessary.
•
Approved Local 015, NYS
Black River Valley, to enter
into a Commercial Insurance
Account Proposal with Erie
Insurance Company for office
space. The period is for one
year commencing May 1,
2025, to May 1, 2026, at a
premium cost of $375.60 for
the year. As this insurance
proposal runs past the
local officers’ current term,
the Board’s approval is
necessary.
•
Approved Local 425, Western
New York DDSO, to enter
into a service agreement
with Vestis for rug services
for the Local’s office space.
The term is from the signing
of the agreement by both
parties for a period of twelve
(12) months thereafter.
The service agreement will
include monthly maintenance
at a cost of $125.93 per
month. As this agreement
runs past the local officers’
current term, the Board’s
approval is necessary.
•
Approved Local 805,
Cattaraugus County, to enter
into a lease agreement with
Hall Development for office
space located at the Fourth
& Maple Complex, 80 North
4th Street, Allegany, NY
14706, Room 206. The term of
the lease agreement is from
Feb. 1, 2025, through Jan. 31,
2026, for a total rental cost
of $8,176.20, or $681.35 per
month. Monthly rent includes
gas (heat), electricity, water
& sewer utilities, as well as
a dumpster for business-
only disposal. As this lease
agreement runs past the
local officers’ current term,
the Board’s approval is
necessary.
•
Approved Local 815 to
purchase real estate in CSEA,
Inc.’s name, at 3651 South
Park Avenue, Buffalo, New
York at a cost of $299,000.
Local 815 will pay $100,000
and CSEA, Inc., will hold
the mortgage balance for
$199,000. Local 815 will repay
$199,000 to CSEA, Inc., and
interest at 5.8% in monthly
payments over four (4) years.
As this purchase agreement
runs past the local officers’
current term, the Board’s
approval is necessary.
•
Approved Local 859 to enter
into a lease agreement with
Burgess Family, LLC for office
space located at 833 West
Union Street, Suite 8, Newark,
New York. The term of the
lease agreement is from June
1 ,2025, through May 31, 2027,
at a cost of $875 per month.
As this lease agreement runs
past the local officers’ current
term, the Board’s approval is
necessary.
•
Approved changes to the
CSEA Financial Standards
Code, specifically: Article I,
Purpose and Scope; Article III,
Maintaining Records; Article
V, Authority to Spend; Article
VI, Spending Limitations;
Article VII, Spending; Article
XI Miscellaneous; Audit
Committee Guide, Records
Required, as detailed in the
Statewide Secretary’s report
to the Board of Directors of
April 10, 2025.
•
Approved reallocating the
Special Assistant to the
President, (M/C 9) to Special
Assistant to the President,
(M/C 10) position.
•
Approved creating a Deputy
Director of Communications
(M/C 8) position.
•
Approved creating an
Associate Editor of
Communications (M/C 6)
position.
•
Approved creating a Member
Solutions Center Supervisor
(M/C 4/5) position.
•
Approved the Operating
Budget and Capital Budget
Amendments as presented
in the report to the Board
of Directors of April 10,
2025, and to not reprint the
amended budget booklet.
•
Approved the appointments
to the Region 2 Political
Action Committee of Barbara
Felder, Local 910; Ben Greene,
Local 010; Althea Green-
Pruitt, Local 910; and Patricia
Dixon-Lawrence, Local 910.
•
Approved the charter for
new local NYS Veterans
Home at St. Albans Local 465
(Region 2).
•
Approved the issuance of
a temporary charter to
Haverstraw EMS Local 732
(Region 3).
•
Approved transferring
members of Western NY
CPC Local 425 to Buffalo
Psychiatric Center Local 403
(Region 6).
•
Approved dissolving St.
Joseph’s Nursing Home Local
727 (Region 5).
•
Approved dissolving
Watertown Correctional
Facility Local 172 (Region 5).
•
Approved dissolving Saratoga
Center for Care Local 783
(Region 4).
•
Approved the Special
Audit Committee Report as
presented to the Board of
