  ALBANY — Gov. Andrew Cuomo recently signed into law legislation that officially designates Juneteenth as an official public holiday in New York State.
The new law celebrates Juneteenth, a day which commemorates the end to slavery and celebrates Black and African American freedom and achievements, while encouraging
continuous self-development and respect for all cultures. Juneteenth is observed on June 19.
Earlier this year, the governor had issued an executive order marking Juneteenth — the commemoration of the official emancipation of African Americans throughout the U.S. — an official holiday for state employees. Some municipalities also recognized the holiday.

Court agreed with the Trump administration’s plan to end the 2020 count early.
While CSEA and many other groups worked hard to support census response, particularly after an undercount in New York in 2010, the count was made more difficult because of the COVID-pandemic.
Earlier this year, the deadline for the census, originally scheduled for the end of July, was pushed back to October 31 because of
the pandemic. The administration then changed course, announcing September 30 as the end date.
Court ruling, which ended the count as of October 16.
There are real concerns over what this shortened time frame will mean for New York. The count, conducted every 10 years, determines how roughly $1.5 trillion is directed,
in addition to Congressional representation.
While New York will likely lose at least one Congressional seat in the next round of redistricting, a poor count could result in the state losing two seats.
As press time, New York was tied for 31st in response rate.
 CSEA holding first-ever virtual Annual Delegates Meeting

With the theme “Rising to Meet the Challenges,” the 110th Annual Delegates Meeting
will include
online plenary
sessions, meetings
and trainings, in
addition to the
union’s official
business. The
meeting was held
from Oct. 26-30.
The virtual convention’s first
few days were held on the Zoom platform, allowing delegates to participate in plenary sessions, caucuses, forums and departmental meetings.
The convention’s General Business Sessions were held on a separate CSEA-specific online
and voting on proposals and resolutions.
Several outstanding CSEA activists were also honored during the Annual Delegates
Meeting with the Danny Donohue Leadership Award, Nadra Floyd Award for Organizing and Membership Achievement Award. See pages 6-9 for more about
this year’s honorees.
All the proposed resolutions
and changes to our Constitution and By-Laws were printed in the October edition of the CSEA Work Force.
