The following By-Laws proposal was submitted by Danny Donohue:
ARTICLE VI. Committees
Sections 1-3. Text Remains The Same.
Section 4. SPECIAL AND AD HOC COMMITTEES. The Special Committees of the Association shall be as follows: 1) Audit; 2) Human Rights; 3) Memorial Scholarship Fund; 4) Memorial Plaque; 5) Committee on Minority Issues; 6) Local Government Social Services Committee; 7) Local Government Health Services Committee; 8) Local Government Probation Committee; 9) Local Government Schools Committee; 10) Local Government Public Safety Committee; 11) Local Government Municipal Services and Facilities Committee, 12) LGBT, 13) PEOPLE, and such other committees designated by the President of the
Association. Members of these committees shall be appointed by the President of the Association for
the duration of the President’s term of office or until successor appointments have been made. Special Committees shall meet as required and review matters pertinent to the committee assignment and/or upon call of the Association President. The membership of these committees shall not be less than seven (7), nor more than eleven (11), and the makeup of such committees shall include representation from each Region and proportional representation for the Local Government Division on such committees that affect Local Government problems. The membership of the Region Political and Legislative Action Committee(s) shall not be less than seven (7).

“This is a matter of housekeeping, as these committees have already existed for some time.”

   Resolutions proposed for CSEA’s Annual Delegates Meeting
PROPOSED RESOLUTION for consideration by delegates attending CSEA’s 106th Annual Delegates Meeting Oct. 17 to Oct. 21 in Washington, D.C.

1. Resolution for CSEA Never Quit/Member Engagement
Submitted by CSEA’s ten (10) Statewide Officers.
Based on ongoing challenges to the Labor Movement, member engagement and union building are priorities
and must be our focus on every level of our union. We will continue to train activists to connect with and engage our co-workers. CSEA pledges to maintain a goal of 90 percent membership in all Locals and Units, and engage members and non-members in our efforts. CSEA recognizes that one- on-one communication is the most effective way to engage co-workers, and we will continue to recruit activists and staff members to conduct one-on-one conversations and build the union.
The Resolutions Committee recommends this resolution be adopted as written.
2. Resolution for Workplace Bullying and Intimidation of CSEA members by Management
Submitted by the Local 657 Executive Board.
This resolution requests that when an employer violates its own workplace bullying or workplace
violence policies, CSEA can and will challenge any such action with appropriate legal action. The language in
the resolution indicates that this topic would be more effectively addressed on a workplace level than on statewide level, as it is in current laws and practices.
The Resolutions Committee is not recommending adoption of this resolution.
3. Resolution for Monitoring the Monitors
This resolution has been withdrawn.
4. Resolution for Uniting the Fight for Labor
Submitted by Shana Davis, Delegate, Local 690
Over the past 106 years, CSEA has led the way in fighting for workers’ rights. This resolution reaffirms our support
to stand with workers nationwide to fight against ongoing attacks on workers.
The Resolutions Committee recommends this resolution be adopted as amended.
5. Resolution for CSEA Fight for Clean Water
Submitted by Jim Zautner, Delegate, Local 690
Drinking water contamination has become a major concern for many communities, including Flint, Mich. and Hoosick Falls. This resolution urges that CSEA will support people in these communities and others affected by water contamination, and help advocate for a solution, including holding governments and businesses accountable.
The Resolutions Committee recommends this resolution be adopted as amended.
6. Resolution to Make Technology Work for CSEA members — Not Against Them.
This resolution has been withdrawn.
7. Resolution for Recognizing the Opiod Epidemic in New York State
Submitted by Denise Szymura, Delegate, Local 815
As the opioid epidemic increasingly affects CSEA members’ jobs, personal lives and communities, CSEA needs to work with other unions and community allies
to lobby for more funding to ensure that individuals get
the treatment they need, as well as fight for more staffing
at health departments, medical examiners’ offices and
law enforcement agencies; increasing inpatient beds at rehabilitation facilities; advocate for family support centers across the state.
The Resolutions Committee recommends this resolution be adopted as amended.
8. Resolution for CSEA Stands in Unity Against Discrimination in North Carolina and Mississippi
Submitted by Neil G. Kirby, Delegate, Local 010; John Sheridan, Delegate, Local 860; Todd Smith, Delegate, Local 842; Chantalise DeMarco, Delegate, Local 855 and Bess Watts, Delegate, Local 828
The North Carolina and Mississippi governors recently signed into law in their respective states legislation that allows discrimination against lesbian, gay, bisexual and transgender individuals. CSEA stands unequivocally for the equality of all, and this resolution requests that CSEA urge members to avoid travel, and restrict travel by union officers and staff, to North Carolina, Mississippi and other states that pass such laws.
The Resolutions Committee recommends this resolution be adopted as amended.
