Resolutions proposed for CSEA’s Annual Delegates Meeting
PROPOSED RESOLUTIONS for consideration by delegates participating in CSEA’s 110th Annual Delegates Meeting.

1. Resolution on cultural diversity and leadership.
Submitted by the Special Committee on Minority Issues
CSEA’s Special Committee on Minority Issues
has submitted a resolution calling for the union to expand trainings offered by the National Coalition Building Institute (NCBI) as part of the union’s officer training and leadership development programs,
and to have the union’s Education and Training Department develop training modules on areas such as implicit/unconscious bias, equity and inclusion that complement the NCBI training.
CSEA celebrates the diversity of the union’s members and encourages full participation in all union matters, and the NCBI’s programs produce dynamic leaders who can promote understanding and acceptance across groups. CSEA and NCBI share a dedication to ending mistreatment of every group; empowering others to eliminate the harmful effects of institutionalized discrimination and enabling groups from diverse backgrounds to work together toward a common objective.
The Resolutions Committee recommends this resolution be adopted as written.
2. Resolution calling for additional federal aid to help New York State recover from the economic effects of the COVID-19 pandemic
The following Resolution is submitted by Mary E. Sullivan, Statewide President; Denise Berkley, Executive Vice President; Richard Bebo, Statewide Secretary; Nicole Meeks, Statewide Treasurer; Jerry Laricchiuta, President, Region 1; Lester Crockett, President, Region 2; Anthony Adamo, President, Region 3; Ron Briggs, President, Region 4; Kenneth Greenleaf, President, Region 5 and Steve Healy, President, Region 6, of CSEA Local 1000 AFSCME, AFL-CIO.
The COVID-19 pandemic has caused a financial crisis for our state and local governments. The state is facing projected multi-year budget deficits, and local governments are also losing money, including sales tax revenue. Fiscal struggles for public employers in New York have also jeopardized the well-being of workers, many of whom are now facing layoffs, furloughs, and permanent job loss. Due to the pandemic, many public services are in danger
of elimination, yet the need for vital public services is greater than ever. Federal legislation has helped resolve previous crises to allow states and local governments to continue to provide critical public
services. CSEA is calling on Congress to provide unrestricted aid to state and local governments to preserve public services essential to New York State.

3. Resolution recognizing the efforts of ‘essential’ workers during the COVID-19 pandemic.
The following Resolution is submitted by Mary E. Sullivan, Statewide President; Denise Berkley, Executive Vice President; Richard Bebo, Statewide Secretary; Nicole Meeks, Statewide Treasurer; Jerry Laricchiuta, President, Region 1; Lester Crockett, President, Region 2; Anthony Adamo, President, Region 3; Ron Briggs, President, Region 4; Kenneth Greenleaf, President, Region 5 and Steve Healy, President, Region 6, of CSEA Local 1000 AFSCME, AFL-CIO.
As the COVID-19 pandemic led most New Yorkers to not report to work or do their jobs remotely, tens of thousands of CSEA members were among the public employees who continued to provide critical services to people in communities throughout
our state, including, but not limited to, caring for individuals with mental illness and developmental disabilities; highway and infrastructure maintenance; maintaining public buildings; collecting waste and operating landfills; social services; corrections and law enforcement; emergency response; health care services and support; child care; school workers providing meals to students and cleaning school buildings and parks workers. These workers deserve our respect and appreciation for their dedication, bravery, sacrifice, and commitment to public service.
To recognize these workers and their contributions, CSEA calls on federal elected leaders to recognize the workers and compensate the risks they took in the form of hazard pay.

4. Resolution recognizing the workers who lost their lives during the COVID-19 pandemic.
The following Resolution is submitted by Mary E. Sullivan, Statewide President; Denise Berkley, Executive Vice President; Richard Bebo, Statewide Secretary; Nicole Meeks, Statewide Treasurer; Jerry Laricchiuta, President, Region 1; Lester Crockett, President, Region 2; Anthony Adamo, President, Region 3; Ron Briggs, President, Region 4; Kenneth Greenleaf, President, Region 5 and Steve Healy, President, Region 6, of CSEA Local 1000 AFSCME, AFL-CIO.
During the height of the COVID-19 pandemic in New York, worksites, public accommodations and gathering places were closed and most members of the public were directed to stay home and socially distance. Many front-line workers did not have the option to do so and continued to provide
critical services, including in health care and residential settings; emergency services; maintaining infrastructure and public buildings; keeping public transportation systems running; caring for children; safety net services and more.
As a result of this work, thousands of workers contracted COVID-19 and hundreds of workers died from the disease. These workers deserve our respect and appreciation for their dedication, bravery, and ultimate sacrifice in their commitment to public service.
CSEA recognizes the dedicated workers who lost their lives during this pandemic and honors the memories of the members whose lives were lost to COVID-19.
CSEA thanks the New York State Legislature and Governor Cuomo for recognizing the sacrifice of these workers with the establishment of a new death benefit for the families of public sector workers that died from COVID-19. While nothing will never take away the loss of a loved one, this legislation will help their families during this difficult time.
As our state continues to deal with the pandemic, we must never forget those that showed up to work so the rest of the state could stay home, flatten the curve, and help our state mitigate the worst potential outcomes of this devastating pandemic.

 Attention: Public Sector Local and Unit Presidents Important Election Information:
The term of office for current Public Sector Local and Unit officers will expire on June 30, 2021. Elections for office must be conducted and completed before the new term begins on July 1, 2021.
A letter was sent by the Statewide Election Committee (SEC) on September 10 to each Local and Unit President requesting each Executive Board to select 1) a Chairperson and Election Committee or 2) an Election Meeting Chair (available to Locals and Units with 150 members or less), prior to October 15, 2020. Each Local and Unit President was provided with and asked to return the completed Election Committee
and Election Meeting Chairperson Data Form along with Executive Board meeting minutes reflecting the appointments. If this has not been completed, please do so immediately. Please refer to the SEC’s September letter for procedural requirements.
