Gov. Kathy Hochul signs CSEA priority bills
This week, Gov. Kathy Hochul signed three of CSEA’s priority bills into law. The new laws will help continue our union’s efforts to increase employee recruitment and retention. The laws will:
- Allow time spent in provisional status to count toward time required for a promotional exam. This legislation will give CSEA members who were provisional the ability to take promotional examinations faster than they currently are able and grow their career in the public sector. (S.8557 / A.9386)
- Encourage more people to take civil service examinations by allowing individuals who are within 12 months of meeting the age or education requirements of a civil service job to take an exam for that position. Current law requires a person to be within six months of meeting the age requirement. This law will allow prospective employees to get their foot in the door early, reducing the time they need to wait between meeting the job requirements and beginning a career in the public sector. Public employers will better be able to recruit students who are in their final year of a degree or education program and help fill the pipeline for critical public sector jobs. (S.8216 / A.8876)
- Require the Department of Civil Service to review and update civil service exams every five years. This will help ensure that exams remain relevant to the jobs for which they are seeking candidates. (S.8551/A.9349)

State launches campaign to HELP fill public jobs
The New York State Department of Civil Service has launched the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program to help public employers fill critical vacancies.
The state has also kicked off a public awareness campaign to promote public employment and numerous public service career opportunities.
The StateJobsNY website has also been revamped.
As Gov. Kathy Hochul and Civil Service Commissioner Timothy Hogues have noted, the state is working to improve its civil service hiring process, including eliminating barriers to entering civil service, meeting job seekers where they are and seeking diverse talent to public jobs.
CSEA is working in partnership with the Governor and her administration to help recruit and retain public employees.
CSEA celebrates Tier 6 pension plan reform in State Budget
ALBANY – CSEA, New York’s largest public employee union, is celebrating the inclusion of reforms to the Tier 6 pension plan in the FY2025 State Budget.
“We applaud Governor Hochul, Senate Majority Leader Andrea Stewart-Cousins, and Assembly Speaker Carl Heastie for their strong leadership in fighting for pension equity for Tier 6 members,” said CSEA President Mary E. Sullivan.
The enacted state budget includes a change to how pensions are calculated. Under the new law, a Tier 6 employee’s pension will be based on their top three years of earnings instead of 5 years. This change will increase retirement security for Tier 6 employees and make Tier 6 look more like earlier pension tiers.
