  Special Option Transfer Period for CSEA active state employees – NYSHIP July 1, 2023 Rate Change
The following information is intended for CSEA represented Executive Branch enrollees – enrollees employed by the State of New York covered by
one of the following CSEA collective bargaining agreements: Administrative Services Unit, Institutional Services Unit, Operational Services Unit or the Division of Military and Naval Affairs. (This also applies to CSEA-represented members of the Unified Court System.)
Due to the cap of the state’s dollar contribution for the non-prescription drug components of the NYSHIP HMO premium, the July 1, 2023 biweekly premium rates for several HMOs will be slightly higher than the Jan. 1, 2023 rates.
The July 1, 2023 NYSHIP rates for CSEA-represented active state employees are listed below and shown along with the corresponding decrease or
increase from the January 1 rates.
The July 1 rates will remain in
effect through the end of 2023.
Please note there will be a Special Option Transfer Period
from June 1 to June 30, 2023. If
you are considering changing
your health insurance option
for the remainder of 2023, ask
your agency health benefits administrator (HBA) for a copy
of “Health Insurance Choices for 2023” and ask for a Health Insurance Transaction Form PS-404.
Return the completed, signed form to your agency HBA by June 30, 2023. The NYSHIP
Rate Change Flyer, which includes the revised NYSHIP rates, as well as
additional information regarding the date new health insurance
options begin and the earliest paycheck in which a deduction
change will be made, is being sent by the state Department of Civil Service directly to
enrollees’ homes.
No action is required if you
wish to keep your current health insurance option. The annual rate
change and annual Option Transfer Period for 2024 will occur later this
year as usual.

s a result of the recently ratified contract
between CSEA and New York state, there will be a NYSHIP rate change effective July 1, 2023.
