Bebo excited to serve as CSEA Executive Vice President
ALBANY — The CSEA Board of Directors recently elected Richard Bebo as our union’s Executive Vice President.
“I have
always felt
it is the
role of the
statewide
officers to
support
the incredible leaders and members of CSEA,” said Bebo. “I’m excited that I will be able to continue doing that in my new role as Executive Vice
President.”
Bebo fills a vacancy created by the
retirement of our union’s previous Executive Vice President. As
directed by the CSEA Constitution, the Executive Vice President
vacancy must be filled by one of the remaining statewide officers through an election by the Board of Directors.
Bebo started with the New York State Department of Transportation in 1999. He began his path of activism in 2006 when he was appointed Vice President of his local. He would serve in various roles in the organization including President of his DOT local, 3rd Vice President of the Capital Region and Executive Vice President of the Capital Region before being elected to serve as the Statewide Secretary in February 2020.
In 2009, Bebo completed the LEAD program, furthering his dedication to
becoming a strong activist for CSEA. In 2019, he was awarded the Capital Region President’s award for his dedicated service to the members of his region. He has also been awarded the Jim Bell Award by CBTU for his commitment to labor.
He has served on numerous region and statewide committees which align with his strong beliefs
in human rights, social justice
and dignified treatment of not just working people but all people.
He has served as officer liaison
to the Statewide Minority Issues Committee, Resolutions Committee, Constitution and By-Laws Committee and Statewide LGBTQ+ Committee.
“All people deserve to be treated equally,” said Bebo. “In terms of labor, we’re in a wonderful position to ensure first and foremost this happens in the workplace. When we
secure and protect equal rights in the workplace, we strengthen every one of us.”
Bebo is looking forward to working directly with leaders in his new role as he did in his old one.
“It is so important for our leaders to have the skills they need to best represent and lead our members and I take my responsibility in preparing them for that very seriously regardless of what position I hold,” said Bebo.
Bebo is a proud father and grandfather, which provides much of the motivation for him to be the activist he has become.
“It’s simple. Fight hard so hopefully they won’t have to,” said Bebo.

She is also the proud grandmother of one “perfect” granddaughter.

CSEA Statewide Secretary Stacey Baldwin- Deyo bringing expertise to new role
 ALBANY— Stacey Baldwin-Deyo was elected as CSEA Statewide Secretary by our union’s Board of Directors.
Baldwin-Deyo is a proud graduate of our union’s Leadership Education and Development (LEAD) program as part of the ‘LEAD 8’ class.
She is also a shining example
of what it means to get active in
our union and stay committed. A longtime public employee and union advocate, Baldwin-Deyo began her career as a Greene County Probation Assistant in 2005 and joined CSEA in 2007. As she advanced professionally, becoming a Probation Officer, then
a Senior Probation Officer, and ultimately a Probation Supervisor and Warrant Officer in 2021, Baldwin- Deyo’s union involvement deepened alongside her career.
Baldwin-Deyo’s union leadership journey began in 2009 when she joined her unit’s negotiations team. She helped lead efforts in her workplace to ensure that workers have a true voice.
As Greene County Dispatch and
Probation Unit President, Baldwin- Deyo secured critical gains for her co-workers, including a weapon stipend, uniform allowance, on-call pay and significant salary increases, bringing their compensation in
line with comparable probation departments across New York State.
“I’m extremely proud that we fought so hard and were able to achieve this for the 28 of us,” said Baldwin-Deyo.
Her advocacy earned her the trust of fellow CSEA members. In 2017, she was elected Recording Secretary of the Greene County Local. The following year, she became Unit President, and by 2021, she was serving as Local Treasurer, Judicial Board Vice Chair and appointed Capital Region Treasurer, a role
to which she was elected in 2024. Baldwin-Deyo held these posts until the Board of Directors elected her as Statewide Secretary in April. Nominated by President Mary E. Sullivan for the office, Baldwin-Deyo replaces Richard Bebo, who was
elected as our union’s Executive Vice President.
Over the years, Baldwin-Deyo
has developed expertise in financial stewardship, contract negotiations and leadership training. She is a seasoned trainer, a two-term AFSCME delegate, and a former two-term member of the CSEA Executive Board.
Her contributions extend well beyond titles. Baldwin-Deyo has served on numerous committees, including Auditing, Budget, Constitution and By-Laws, Local Government Executive, and Education. She served as an officer liaison to many of the committees and as a Political Action Fund Trustee up until her most recent appointment.
Outside of union life, Baldwin- Deyo is a dedicated mother of four. Her children include a retired Army veteran and current soccer coach,
a New York State Police (NYSP) employee, and twins aspiring to join the New York State Police Academy.
