The following By-Laws proposal was submitted by Nicole Meeks, Statewide Treasurer:
ARTICLE IV – Finances
Sections 1-2. Text remains the same. Section 3. REFUND AND REIMBURSEMENT.
(a)–(c) Text remains the same.
(d) REFUNDS TO REGIONS. Each Region [of the Association] shall receive from the Association [Treasurer] an annual payment of seventy-five (.75) cents [(.75 cents)] per [of the] member[ship dues] and private sector core fee[s] payer. [collected
from each of the employees in such Region]
The Association will also deduct from the non- Retiree Locals’ rebates and transmit any Regional assessment that has been duly adopted by the Region. [In the event that a Region adopts a plan for assessing the Local within its Region, the Statewide Treasurer shall, upon notification by the Region Treasurer that a Local is delinquent in its Regional assessments, deduct that assessment from the Local’s direct rebate from the Association and transmit the assessment to the Region Treasurer.]

EXPLANATION: This proposal was submitted with the following justification:
“Currently, Region Treasurers must calculate what each Local owes based on each Region’s assessment amount and the June 1 membership counts. From there, the Regions must invoice the Locals for their Region assessments. This process is tedious at times, because not all of the Locals pay when invoiced
and there is much time spent tracking down the required payments. As amended, the new process would save a tremendous amount of time and money (correspondence and postage), and also ensure that
the Regions are getting what is owed to them by the Locals in a timely manner.”
The Committee supports this proposal for the reasons stated by the proposer.
FOR THE PURPOSE OF PLACING THIS AMENDMENT BEFORE THE DELEGATES, ON BEHALF OF THE COMMITTEE, I MOVE THE ADOPTION OF THIS AMENDMENT. THE COMMITTEE RECOMMENDS A “YES” VOTE.

The following By-Laws proposal was submitted by Mary E. Sullivan, Statewide President:
ARTICLE VI – Committees
Section 1. STANDING COMMITTEES. The Standing Committees of the Association shall be as follows: Insurance Committee, [Legal Committee,] Revision of Constitution and By-Laws Committee, Convention Committee, ...

EXPLANATION: This proposal was submitted with the following justification:
“The Legal Committee was created to provide oversight for costs regarding all legal actions brought for and on behalf of members at a time when CSEA had outside Legal Counsel. CSEA needed a member oversight committee to protect members’ money.
However, since the creation on the CSEA Legal Department there has been no need for such oversight. The CSEA Legal Department is under the same budgetary constraints as all departments of CSEA, and there is direct oversight by the Statewide Officers and the Board of Directors. Further, since decisions regarding whether to provide Legal Assistance require timely determinations, most, if not all of these determinations are necessarily made
without convening a full committee meeting. Therefore, it is time to disband the Legal
Committee as no longer needed.”
The Committee supports this proposal for the reasons stated by the proposer.

                              Resolutions proposed for CSEA’s Annual Delegates Meeting
PROPOSED RESOLUTIONS for consideration by delegates participating in CSEA’s 112th Annual Delegates Meeting. If you wish to see copies of any resolution, please contact your delegate.
1. Reproductive rights
Submitted by the Local 615 Women’s Committee: Delegate Octavia Cannon, Chair; Michele Martin, Janet Leonard, Shana Horton, Adele Scalzo and Krista Locastro.
This resolution calls for CSEA to support reproductive rights, and support candidates who support reproductive rights. Reproductive justice is grounded in human rights and impacts race, gender and class, as well as women having the rights and ability to choose. Reproductive rights are also about economic justice, voting rights and women’s ability
to live free from oppression. Women’s rights are currently under attack, and women are the most powerful voting bloc in the country. When women lead, everyone benefits and we are fighting to make all of society more equitable.

2. Recognition and observance of Juneteenth for all CSEA-represented workers
Submitted by Ali Cottrell – Delegate, Local 615, on behalf of the Special Committee on Minority Issues.
In October 2020, state legislation was signed declaring Juneteenth an official holiday in New
York State. Juneteenth, celebrated on June 19, commemorates the end of slavery in the United States, made official on June 19, 1865. While Juneteenth is a statewide holiday for statewide workers, it must be negotiated into each municipality to make it an official holiday for other workers in our state.
CSEA recognizes Juneteenth is an important part of our country’s history and a day to recognize the achievements of the Black community, while also providing an important opportunity for self-reflection on the systemic injustices that our society still faces today.
This resolution calls for CSEA to reaffirm our union’s commitment to economic and social justice for all workers by emphasizing the importance that all employers respect Juneteenth, including the right of workers to have an opportunity to observe. The resolution also calls for CSEA to make a priority subject in negotiations that Juneteenth be recognized as an official, paid holiday in CSEA-represented workplaces.
The Resolutions Committee recommends this resolution be adopted as written.
3. Fight to maintain basic human rights to health care and privacy
