1. Progress on State Budget
Assembly Speaker Carl Heastie announced that a deal has been reached between the Governor, Assembly, and Senate on changes to the state’s discovery laws. This issue was a sticking point holding up budget negotiations. With this issue resolved, a final budget deal is expected as early as next week. The State Legislature passed a budget extender to cover government expenses, including pay for state employees, through Wednesday, April 23.
2. Stefanik Mulls Run for Governor
U.S. Rep. Elise Stefanik, who represents New York’s 21st Congressional District, is reportedly considering a run for governor against Kathy Hochul in 2026. Other potential Republican challengers include U.S. Rep. Mike Lawler, who represents New York’s 17th Congressional District, and Bruce Blakeman, who currently serves as the Nassau County Executive.
3. GOP Moderates call to avert steep Medicaid Cuts
Several Republicans in the U.S. House of Representatives have authored a letter to GOP leadership urging them to avoid major cuts to Medicaid in the federal budget. In the letter, signees assert that they “will not support a final reconciliation bill that includes any reduction in Medicaid coverage for vulnerable populations.” However, they leave the the door open for cuts to the federal share of payments in states that have expanded Medicaid, which includes New York. Medicaid expansion is a provision under the Affordable Care Act that allows states to extend Medicaid coverage to more low-income adults by raising the income eligibility threshold. New York Republicans Nicole Malliotakis (NY-11), Andrew Garbarino (NY-7), Nick LaLota (NY-1), and Mike Lawler (NY-17) signed onto the letter.
4. Next Week
The State Legislature will need to convene by Wednesday to either pass another budget extender or a final budget.
