1. This Year in Albany

We are proud to share the release of This Year in Albany, our annual publication offering a snapshot of the legislative and budget victories we secured over the past year. These successes reflect the power of CSEA members speaking out, showing up, and advocating for policies that protect workers and strengthen public services.

2. Artificial Intelligence Executive Order

Late last week, President Trump signed an Executive Order that overrides state-level Artificial Intelligence (AI) laws. The Executive Order:

  • Directs the U.S. Attorney General to begin challenging state laws that regulate AI.
  • Directs the U.S. Department of Commerce to withhold federal Broadband Equity Access and Deployment (BEAD) funds from states that enforce AI regulations. BEAD is a more than $42 billion program that supports state efforts to expand broadband infrastructure.

This is a direct threat to New York, where Governor Hochul has taken lead in enacting some of the country’s strongest AI safeguards to protect kids, workers, and consumers. Earlier this year, she signed legislation to protect employees of state agencies and public authorities from displacement due to AI. Another bill that bill that extends these protections to employees in SUNY, local governments, and school districts is awaiting action by the governor. With this Executive Order, these protections are at risk.

3. AD-74 Special Election

Governor Hochul has announced a special election will be held on Tuesday, February 3, 2026 to fill the vacancy in the 74th Assembly District created by the resignation of Harvey Epstein. Assemblymember Epstein resigned after winning his race for the New York City Council’s 2nd District in November.

4. Asm. Blankenbush Not Running

Assemblyman Ken Blankenbush, who represents parts of Lewis, Oswego, St. Lawrence, and Jefferson Counties in Assembly District 117, has announced that he will not be seeking re-election in 2026. Blankenbush has served in the seat since 2011.

5. More Attacks on Federal Workers

Late last week, the Department of Homeland Security moved to cancel the collective bargaining agreement covering Transportation Security Administration employees. If this action is permitted to stand, it would strip collective bargaining rights from approximately 47,000 TSA workers at airports nationwide, even though a court injunction has been in place since June to prevent it. Notably, the move came just one day after Congress approved bipartisan legislation overturning President Trump’s original executive order and reaffirming collective bargaining rights for federal employees.
