This Week in Albany – January 30, 2026

1. CSEA Announces Statewide Endorsements

Earlier this week, CSEA announced our endorsement of Governor Kathy Hochul, Comptroller Tom DiNapoli, and Attorney General Letitia James for re-election. These endorsements reflect CSEA’s support for leaders who consistently work with labor and are committed to strengthening New York’s workforce while building a more stable and affordable future for all. We understand that some members may be disappointed with these endorsements, specifically Governor Hochul. 2. State Budget Webinar

On February 5 at 6:00PM, CSEA is hosting a State Budget Webinar for all members. We will break down the FY2027 Executive Budget proposal, review potential impacts on members, and outline CSEA’s priorities for 2026. If you are interested in attending, please register in advance, here.

3. Budget Hearings Begin

The State Legislature has begun hosting public hearings on the proposed FY 2027 Executive Budget proposal. These hearings are an opportunity for State Legislators to hear from the public on the provisions in the governor’s proposal as they begin the process of drafting their one-house budgets. This week, hearings were held on environmental conservation/energy, agriculture/parks, and elementary/secondary education. CSEA will be providing testimony at the workforce and labor budget hearing scheduled for Wednesday, February 25.

4. Become a Tier 6 Advocate

During this year’s legislative session, fixing Tier 6 is CSEA’s top priority. CSEA is pushing for real pension reforms that put more money back in members’ pockets by reducing the contribution rate to 3%. You can find a page dedicated to fixing Tier 6 on our website. 5. Federal Shutdown Looms

Congress must act by 11:59PM tonight to avert a partial government shutdown. While a funding bill has already passed the U.S. House of Representatives, Senate Democrats are threatening to block any spending package that includes money for the U.S. Department of Homeland Security unless it includes reforms to Immigration and Customs Enforcement (ICE). Their proposed reforms include requiring ICE to wear body cameras, remove their masks, and set use of force standards comparable to state and local law enforcement.

Federal agencies that would be impacted by the shutdown include the Department of Homeland Security, the Department of Defense, the Department of Health and Human Services, the Department of Education, the Department of Transportation, and the Department of Housing and Urban Development.

6. Next Week

The State Legislature is scheduled to meet on Tuesday, Wednesday, and Thursday.
